I don't know that I agree with the EVE side choosing where to strike, that seems to be the entire point of having someone on the ground calling in a precision strike. It would be interesting, but it would take away power from DUST players and DUST...

From what I understand anything with a cloak isn't going to do as much DPS as a non-cloak. Most T3 subsystems are especially true with that, so if you want to do any DPS in a cloaky T3 you may as well fly any other ship for the price it would cost...
